Contracting With GSA

The General Services Administration uses a variety of contracting vehicles to effectively manage procurement for both its own operations, and its government customers. Known also as government-wide, indefinite delivery, indefinite quantity (ID/IQ) Multiple Award Schedule (MAS) contracts, let’s break it down and look at what these mean.

 

Government-wide Acquisition Contracts (GWACs) -This vehicle can be used across agencies. GSA is authorized to establish task orders or delivery order contracts for information technology for use by other agencies. These GWACs have unique contracting features, and specialized benefits for GSA customers.

Multiple Award Schedules  –GSA Schedule Contracts can be used by any federal agency. Under the GSA Schedules (also referred to as Multiple Award Schedules and Federal Supply Schedules) Program, GSA establishes long-term government-wide contracts with commercial firms to provide access to supplies (products) and services. While the GSA Schedules Program is only one of GSA’s procurement vehicles, it is one of the largest programs and most preferred for commercial products and services.

Indefinite Delivery, Indefinite Quantity -Open ended, with no set amount. While the term of the contract is fixed, the deliverables are not. During the term of a Schedule Contract, any federal customer can order an unlimited amount of products or services. 

GSA has awarded several Multiple Award IDIQ contracts to procure technical expertise in areas such as cost estimating, architect/engineer services, seismic/structural/blast services, construction management and inspection, general construction, repair and alteration, design-build, demolition and remediation services.

Blanket Purchase Agreement (BPA) –A GSA Schedule BPA is an agreement established by a customer with a GSA Schedule contractor to fill ongoing needs for supplies or services. It simplifies the process for recurring requirements, while leveraging a customer’s buying power by taking advantage of quantity discounts, saving administrative time, and reducing paperwork.
